  Failure by the CA to comply with payment regimes - "smash and grab" explained

Sir Peter will consider the central role of the CA/Architect in administrating construction contracts, their certifying function, independence, failures to comply with the deadline/requirements upon them and the impact of the payment regimes. About the speaker: Sir Peter Fraser was educated at Harrogate Grammar School and St John's College Cambridge, gaining both an MA in law and a LLM. He was called to Bar by Middle Temple in 1989 and took silk in 2009. He practiced in the Technology and Construction Court field at Atkin Chambers from 1990, both domestically and internationally. He also sat as an ICC arbitrator. He was appointed a Recorder in 2002, Deputy High Court Judge in 2015 and a High Court Judge on 1 October 2015. He sits in the Queen's Bench Division, predominantly in the specialist Technology and Construction Court but also the Administrative Court. He has been an Editor of the Building Law Reports since 1990.
